EU · MiFIR · TITLE III TRANSPARENCY FOR SYSTEMATIC INTERNALISERS AND INVESTMENT FIRMS TRADING OTC AND TICK SIZE REGIME FOR SYSTEMATIC INTERNALISERS
Article 22b MiFIRData quality
Data sent to and disseminated by consolidated tape providers must meet the transparency RTS standards; the Commission set up an expert stakeholder group to advise on data quality and transmission protocols, and ESMA RTS cover transmission protocol quality, presentation of core market data, near-real-time transmission and the data needed for the tapes to operate.

Level 2: delegated and implementing acts
- RTSIn forceLegal basis
AI summaryRTS on consolidated tapes under the 2024 MiFIR review: specifies the input data contributors must send to the bond and share/ETF CTPs and the output data CTPs disseminate, transmission quality and timestamp format, business clock synchronisation and accuracy for venues, SIs, APAs and CTPs, and the methodology for redistributing share/ETF CTP revenue. Repeals RTS 25 (2017/574); applies from 2 March 2026.
Level 3: ESMA Q&As, guidelines and opinions
- Q&AAnsweredESMA rulebook
AI summaryData contributors report an instrument's initial status to the CTP when the CTP starts operating (ACTV unless already suspended or halted) and when an instrument is newly admitted to trading (ACTV); this sets the baseline the CTP disseminates until a change is reported, as ESMA's examples show.
- Q&AAnsweredESMA rulebook
AI summaryA trading venue suffering an outage should promptly communicate it on its website and to the consolidated tape provider, in line with ESMA's opinion on outages; it then need not separately generate order matching system status data for the CTP.
- Q&AAnsweredESMA rulebook
AI summaryData contributors send instrument regulatory data to the consolidated tape provider only when an instrument's trading status changes (suspension, halt, resumption or removal); the CTP disseminates updates in real time and maintains a current list of all instruments admitted to trading.
- Q&AAnsweredESMA rulebook
AI summaryBecause instrument status messages are given per ISIN, MIC and currency, MTFs and OTFs must send a status message whenever they halt or suspend an instrument, even if the primary exchange has already done so.
